The Department of Chemical Engineering at the Higher Institute of Engineering in Shorouk City was established by Ministerial Decree No. 1712 issued by the Ministry of Higher Education on 22/11/1995, and the bachelor's degree is equivalent to that of the Supreme Council of Universities. The Chemical Engineering Program regulations were developed starting with the 1995 regulation approved by Ministerial Decree No. 1712 on 22/11/1995, then the 2013 regulation approved by Ministerial Decree No. 4564 on 2/12/2013 were implemented, and now the program is working with the 2019 regulation approved by Ministerial Decree No. 2381 on 4/7/2019. The Institute's administration developed the regulations study for the various programs, and the Chemical Engineering Program included a new division for petroleum manufacturing engineering "petrochemicals", and the regulations were approved by Ministerial Decree No. 2381 on 4/7/2019.

Chemical engineering is an engineering science that specializes in the design and development of all chemical or transformation industrial processes. Also, in the design, construction, and management of factories in which chemical reactions are the main process and fall under this specialization the processes of mass, matter and heat transfer, as well as multi-stage reactions and separation processes. It is almost equivalent to the term process engineering. Chemical engineers convert raw materials into materials that can be used in the manufacture of medicines, plastics, fertilizers, cement, and firebricks, in addition to the fields of petroleum, petrochemicals, and others. Chemical engineers also find effective ways for waste disposal without harming nature. Chemical engineers conduct a lot of scientific research in universities and factories, to discover new materials with specific properties that are compatible with the current time.
